County Counselor

The Reno County Counselor provides legal counsel to the Board of County Commissioners, elected officials, county department head, county staff and the Reno County Planning Commission.  


Essential Functions:


  • Attends meetings of the Board of County Commissioners and Executive Sessions as required.
  • Responds to inquiries made by County Commissioners and other county officials.
  • Provides advice upon all legal questions that arise and assists the County on all legal matters referred to the Counselor.
  • Commences, prosecutes or defends, as the circumstances require, all civil suits or actions in which Reno County is interested and represents the County generally in all matters of civil law, except where outside legal counsel has been retained.
  • Prepares resolutions, briefs, opinions, legal pleadings and other legal documents; conducts necessary legal research; maintains case records and prepares reports.
  • Reviews case law and legislation for impact on county business.
  • Examines, advises and prepares deeds, bonds, contracts and other documents; reviews accounts payable claims for legal sufficiency.
  • Performs the duties of County Counselor as specified by K.S.A. 19-716 and amendments thereto.
  • Initiates, prosecutes and completes a real estate tax foreclosure case pursuant to K.S.A. 79-2801, et seq. at least once a year or as otherwise required.
  • Advises the Human Resources Director on matters of employee discipline and procedures and advises the Director on the preparation of job descriptions, providing employee training in human resources matters, and monitoring the completion of job evaluations by department heads.
  • Assists department heads and departmental supervisors in the evaluation and discipline of employees of Reno County as requested.
  • Reviews and edits policy drafts prepared by county staff.
  • Appears on behalf of Reno County before the Kansas Board of Tax Appeals as needed; prepares and responds to written discovery requests on such matters.
  • Confers with township boards on road right of way issues and the duties and responsibilities of board members.
  • Carries out other duties as assigned by the Board of County Commissioners.

Delinquent Taxes - Real Estate

Under Kansas law, all unpaid real estate taxes commences a two year (vacant lots and commercial property) or three year (residential property) on the first Tuesday of each September to pay delinquent taxes. Failure to redeem the property within this time period, will result in tax foreclosure and the sale of the property at auction. 


For Reno County, such sales usually occur in the fall of each year. For more information regarding such properties, please contact the treasurer’s office at 620-694-2940.
