The American Rescue Plan will deliver $350 billion for eligible state, local, territorial, and Tribal governments to respond to the COVID-19 emergency and bring back jobs. Reno County is responsible for allocating 12 million and has developed a list of priorities (see taskforce recommendations below).

Proposals for Project Management and Reporting
Reno County is requesting proposals from Firms/Consultants that have Project Management experience with the American Result Plan 2021. Proposals shall also include experience in ARPA reporting and data collection, ARPA recipients/sub-recipients, liasoning with the County and knowledgeable of the United States Department of Treasury guidelines and procedures.

Use of Funds
The deadline to submit ARPA fund requests to Reno County was May 20th, 2022. The Commission is currently reviewing submissions.
The Coronavirus State and Local Fiscal Recovery Funds provide eligible state, local, territorial, and Tribal governments with a substantial infusion of resources to meet pandemic response needs and rebuild a stronger, and more equitable economy as the country recovers. Recipients may use these funds to:
- Support public health expenditures. For example, funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff
- Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector
- Replace lost public sector revenue, using this funding to provide government services to the extent of the reduction in revenue experienced due to the pandemic
- Provide premium pay for essential workers, offering additional support to those who have and will bear the greatest health risks because of their service in critical infrastructure sectors
- Invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and storm water infrastructure, and to expand access to broadband internet
Within these overall categories, recipients have broad flexibility to decide how best to use this funding to meet the needs of their communities.
Spending the Funds
Funds do not have to be obligated until December 31, 2024, and utilized by December 31, 2026.
ARPA Task Force
To help engage as many voices as possible, a task force of representatives (the ARPA Task Force) from organizations serving Reno County, along with elected officials and public officials, held community listening sessions throughout Hutchinson and Reno County to determine how residents would prioritize spending American Rescue Plan Act Fiscal Recovery Funds earmarked for Reno County.
Input collected from the meetings was then be presented to the LEADCOMM team at Kansas State University’s Staley School of Leadership Studies. They presented the synthesized findings to Reno County governing bodies in January and February 2022. View the full resident engagement report (PDF) by clicking here. The task force came up with seven (7) suggested priorities from the community input.
- Childcare
- Strengthening workforce development programs
- Developing more affordable housing
- Expanding mental health resources
- Supporting local and small businesses
- Expanding access to health care
- Developing recreational opportunities
Residents recognize childcare as a top priority and wish to see the majority of resources allocated to it.
The Reno County Board of Commissioners signed a resolution on September 14, 2021, stating that it is the intent of the BOCC to receive, review and to provide due consideration of all of the recommendations submitted by the ARPA Taskforce prior to this Board making any decision on the prioritization and distribution of ARPA Fiscal Recovery Funds. The Commission will make the ultimate decisions on how ARPA funds should be spent.
