Youth placed in the facility are either alleged to be Children In Need of Care (CINCs) or Juvenile Offenders (JOs). The majority of youth placed in the Shelter are CINCs, while those placed in Detention must be charged with an offense. The facility is a temporary residence for youth awaiting: 

1. Bond or release to parents


2. Court proceedings


3. Placement in a long term facility or family setting


4. Evaluations which help determine the most appropriate placement for the youth


5. DUI sentences
